Conflict of Interest FPPC Complaint Stops Planned Vote on Homeless Center

On July 28th, the Board of Supervisors met in a special Session to consider approval of a Homeless Navigation Center (encampment) located on Perks Ct., off Missouri Flat Road in Placerville.

The vote was delayed by an announcement from Supervisor Wendy Thomas that a complaint has been filed against her with the California Fair Political Practices Commission (FPPC), alleging that she has violated proper conduct because she did not recuse herself from the proposed Homeless Navigation Center review process. Supervisor Thomas’ family owns several properties along Broadway in Placerville, and the complaint alleges that a recusal was necessary because moving homeless individuals out of the Broadway area will positively impact the value of these properties.

Supervisor Thomas advised the Board of this complaint, and recused herself, pending the conclusion of the FPPC investigation.

Please read the attached description of the FPPC complaint, which was submitted to the Board as a public comment.

The Board voted to postpone the discussion of the Homeless Navigation Center approval until on or before August 23rd. We will keep you updated.
