EL DORADO COUNTY (October 4, 2023) – An inquiry is currently being conducted to determine whether the consulting business owned by Kevin Loewen, the General Manager of the El Dorado Hills Community Services District (EDHCSD), raises any legal or ethical concerns for the CSD. The investigation focuses on Loewen’s potential professional connection with DTA, a consultant that aids the district in managing its Landscaping and Lighting Assessment Districts, among other responsibilities. It aims to ascertain whether the EDHCSD Board of Directors approved the general manager’s additional employment. Noelle Mattock, the EDHCSD board President, reiterated the ongoing investigation during the September 14 board meeting in response to a query by Robert Williams, a resident of EDH. The matter was initially raised during a July EDHCSD board meeting.
