Richart’s collaborative initiatives with the El Dorado County Office of Education (EDCOE) have given rise to transformative programs, leaving an indelible positive mark on the community. Two standout programs underscore his dedication to community welfare and rehabilitation.

The first program, Northern California Construction Training (NCCT), is a non-profit construction pre-apprenticeship training initiative offered to justice-involved individuals and students supervised by Probation or Parole. This hands-on program, overseen by a journeyman carpenter, boasts an impressive 80% job placement success rate, providing a concrete pathway to employment.

The second initiative is the El Dorado County Commission for Youth and Families. A brainchild of the partnership between Probation and EDCOE, the Commission serves as a beacon for information on the health and well-being of children, youth, and families. Richart’s foresight in securing funding and hiring professional staff underscores a long-term commitment to the Commission’s vital role.

Richart’s recent appointment to the BSCC amplifies his influence across the state. Viewing it as an opportunity to showcase El Dorado County’s unique approach to community issues, Richart aims to bring innovative ideas and potential solutions from across the nation to benefit his local community.

“I can explore potential solutions to local problems and bring back innovative ideas from across the nation to benefit El Dorado County,” he emphasizes.

At the heart of Richart’s vision for El Dorado County is a focus on the well-being of its youth. Acknowledging them as the county’s greatest asset, he believes in providing a holistic system of care, especially for vulnerable youth who have experienced trauma. Richart’s collaboration with EDCOE and Lake Tahoe Community College to provide youth in the Juvenile Treatment Center access to the “Leave No Trace” Career Technical Education course exemplifies his commitment to preparing children for successful adulthood.

Dr. Ed Manansala, El Dorado County Superintendent of Schools, commended the partnership between Probation and EDCOE as a testament to their shared commitment to serving all.

“We work together to overcome obstacles, achieve common goals, and develop systems meaningfully supporting youth and families,” Manansala stated.
