(October 15, 2023) &#8211; Supervisor Turnboo recommending the Board:<\/p>\n<p style=\"padding-left: 40px;\">1) Direct staff to review Butte County\u2019s \u201cTitle 25 Limited Density Owner-Built Rural Dwellings\u201d and Butte County\u2019s Ordinance 4146 to determine if or how it can be adopted by El Dorado County, and return to the Board within 45 days with their findings;<\/p>\n<p style=\"padding-left: 40px;\">2) Pursuant to Board Policy A-3, \u201cOrdinances &#8211; New or Amended,\u201d authorize staff to prepare a draft ordinance adopting regulations for dwellings consistent with Title 25 of the California Code of Regulations, Housing and Community Development.<\/p>\n<hr \/>\n<blockquote><p>\n\u00b7&#8221;Please support Item #13 (File #23-1894) on the BOS Agenda for 10\/17\/23 that is the &#8216;Title 25 Limited Density Owner-Built Rural Dwellings&#8217; ordinance from Butte County to help communities like Grizzly Flats.&#8221;<\/p><\/blockquote>\n<p style=\"padding-left: 40px;\">&#8211; <em>George Turnboo, El Dorado County District 2 Supervisor<\/em><\/p>\n<hr \/>\n<p>The Title 24 regulations apply to all new construction of nonresidential and residential buildings. First adopted in 2009 and renewed in 2012 for 3 years.<\/p>\n<p>After this successful six year trial, and with support from Butte County Development Services, including The Building Department, we are asking that this ordinance be made permanent.<\/p>\n<p>Ten California counties currently make use of this code: Butte, Mendocino, Humboldt, Sonoma, Del Norte, Nevada, Ventura, Amador, Mono, and Marin.<\/p>\n<hr \/>\n<h3 style=\"text-align: center;\">\nREQUIREMENTS SAME AS THE STANDARD BUILDING CODE<\/h3>\n<p>\u2022 Well and septic permits are required before applying for a Building Permit.<br \/>\n\u2022 Exterior Fire Codes and Sanitary Codes must be followed. For electrical wiring, propane hook-ups, woodstoves and other installations that might be a safety hazard, the regular building code will be used.<\/p>\n<p>\u2022 Homes will be of weather tight construction and use structurally sound building methods and materials.<\/p>\n<p>\u2022 Adequate light and ventilation are necessary.<\/p>\n<p>\u2022 An easy way out from all rooms in an emergency must be provided.<\/p>\n<p>\u2022 The same permit fees and impact fees such as those that support schools, parks, sheriffs, fire protection, etc. are required whether you apply for a regular building permit or a T 25; Owner Builder permit.<\/p>\n<hr \/>\n<h3 style=\"text-align: center;\">ADVANTAGES<\/h3>\n<p>\u2022 Affordability, innovation and creativity.<\/p>\n<p>\u2022 Use poles, logs and lumber milled from your own trees.<\/p>\n<p>\u2022 Use recycled materials in good condition.<\/p>\n<p>\u2022 There are fewer restrictions on room dimensions, allowing lofts (which the standard building code doesn&#8217;t allow).<\/p>\n<p>\u2022 Permits will be valid for three years, and longer with renewals.<\/p>\n<p>\u2022 Simplified requirements for Plans.<\/p>\n<p>\u2022 Pier foundations are allowed.<\/p>\n<p>\u2022 Move in before completion when there are no safety hazards and sanitary facilities are completed (upon approval by the Building Official).<\/p>\n<p>\u2022 Woodstove alone, without a back-up heat source, is allowed.<\/p>\n<p>\u2022 Interior Fire Sprinklers: Houses &lt; 1250 square feet do not need interior fire sprinklers as required by the standard code. This can result in a savings of thousands of dollars.<\/p>\n<p>\u2022 You may choose not to have electricity of any kind.
