Water District Board Member Accused of Obstructionism
Board Members Present: Director Bonnie McLane, Director Ray Griffiths, Director Norm Krizl, Director Maria Capraun and Director Kathy Otermat. Barbara Brenner, Esq with Churchwell/White (a firm whose specialty is small districts.)
PLEDGE OF ALLEGIANCE
The pledge was interrupted by Steve Gau, past ops mgr, waving and ranting "the meeting is illegal" and he challenged the attorney. The president gaveled him down and proceeded. (an election year, Krizl has energized his base, pathetic)

Several people spoke as to the legality of a director being IGM. The attorney has issued a statement, this is a legal procedure and has been done in other small districts. Frequently a board member will step in while a district is scouting for a GM. Just unfortunate Mr. Hoffman had an accident and is unable to commute. (This district is fortunate to have such a knowledgeable person as Director Capraun, her accounting knowledge and professional experience have been one of the reasons the district is looking at a transparent and complete budget.....something Krizl hates because it shows the incompetence of past staff and boards)
Jack Podesedly spoke in an articulate and simple format, numbering off the years and events that have occurred when Krizl and Griffith had the majority 2 years ago. The fiscal crises of the district presently, even with the retirement of the six figured salaried workers (5 mgt staff). How past boards voted for consultants, to do simple jobs, inflating numbers on the work force, salaries, high class junkets all over the country, high cost meals on the district credit card, etc. Our attorney's fee is now a fraction of what it used to be when the GM and Gen Counsel, BFF, were chatting all the time. All events chronicled with receipts and minutes, which is why the culprits jumped the sinking ship when the three ladies got the vote, certainly they were embarrassed, possibly criminal behavior with the people's funds.

Director McLane stated she had come 1 1/2 hours early to sign checks and check invoices and there was an invoice missing. (It is not just Director Capraun, Treasurer handling the funds, Director McLane will examine every invoice and check, just to assure the public two people are reviewing the accounts.)

Krizl vote "NO" (If they all voted no, the bills would not get paid and things would get worse, that would certainly please Krizl)
Director McLane announced the untimely resignation of IGM Gary Hoffman because of an accident, she praised him and thanked him specifically for discovering the districts lack of the Title 17 Cross Connection Report and on the ground implementation, a violation of state law, Hoffman completed and filed reports needed by the state for the ALTP loans and grants that were several years delinquent, trimming excess of the ALTP by one million dollars, dealing with the "SILO" Filing System (rolodex/metal filing cabinets), improving the relationship with California State Department of Public Health caused by the ignoring and disregard for rules, regs and required reporting dates for the ALTP, over a ten year period since the state declared the district "out of compliance". She stated many reforms had been started and the district was headed in the right direction thanks to Mr. Hoffman
Director Capraun gave a report on the ACWA Conference she attended (where she actually stayed in a camper to save $). She presented an in-depth report of events that had occurred during the month at the district. She explained her efforts to clearly define her separation of duties as a director and IGM, she stated she was including Director McLane and General Counsel on any serious issues to reassure this was not a dictatorship. Director Krizl continued to protest, even tho other districts had done the same in similar circumstances and he had no alternatives, other than "NO" it really doesn't matter what the ladies try to do to continue business as usual, Krizl bullies his way thru the meetings. (He has never gotten over McLane's efforts to upset his victory for district supervisor........can you imagine the county budget under the leadership of Krizl EEK!!!)
Krizl refused to move forward to retain Director Capraun as IGM, he wanted clarification of her duties. President McLane expressed her concern of leaving the district with no IGM in charge, it was decided to hold a special meeting Monday, June 20th to satisfy Krizls concerns. (Anything he can do to obstruct and undermine district business.........there should be a concern of the public should this vendetta have 3 votes, his past actions indicate he would like nothing better than to see the district fail) Ray Griffiths who has never had an original thought.......... agreed with Krizl.
Stumpy is at 16,381 acre-feet, in order to be relieved of "drought" status we need to be at 17,000 acre feet, so there is a lot of runoff building up the level, GREAT NEWS!!!.
Director Krizl gave a report on Mountain County Waters and invited guests to the luncheon at The Ridge (lunches the district no longer pays for with the Chase Credit Card, directors pay now)
Director Griffiths is going to attend a fire safety class
Director Otermat spoke about working with the chamber and local forums
DROUGHT RESTRICTIONS CLARIFICATION
The letter was not clear as it talked about a penalty for over use of water, this was not the BOD intent, at this time there would be no penalty only voluntary cutbacks.
STATUS OF URGENCY CHANGE PETITION
Attorney discussed the usage of water for human safety vs fish, the state is concerned with water from Stumpy to the American River, she is working with USFW

Motion passed to ask the public to refrain from fishing from June 5th thru June 7th.
IRREGATION IMPLEMENTATION REPORT
Motion to accept
Finance Committee Member, Ray Kringel gave a brief overview of the financial status of the district. Even with the absence of five, six figured salaried employees. the district was in an approximate 250k deficit. There would be a more extensive report at a budget workshop to be held June 20th.

ADJOURN TO OPEN SESSION
Motion passed to hire George Sanders, P.E. as Temporary Operations Manager
Mr. Sanders comes highly qualified having retired from EDCty, he has worked on projects for EID, PCWA, Environmental Mgt EDCty, a hands on engineer that will be out in the field, eliminating the need to outsource engineering projects, he will be part time, resides locally and has a desire to see the district succeed. Been a few years since GDPUD has had such a devoted person in the position. He is limited to 960 hours at $45@hr with no benefits. (This is a position that was paying 152k for the previous employee who resigned in March)

Divide Citizens for Water is a PAC that was established in 2006 to oversee the water district by reporting to the people. Support a program to replace, maintain, and extend water service to the people of the district, in a reliable inexpensive way. The credit or blame is to go to the PAC not any one individual.
