...“It’s definitely better if all the jurisdictions remain committed to the JPA,” he said. Though the connector is receiving about $118 million through Measure A, the sales-tax measure voters approved in 2004, the first phase of the project has an estimated price tag of about $315 million, Endicott said.
“Starting that first phase is going to be a function of finding more money,” he said, though there’s added concern because state and federal sources for transportation funding are drying up or limited. “It’s a huge source of concern for this project and the region generally.”...
