The mandate is to ensure the required Auditor-Controller functions specified in the California Constitution, under various California codes, and by the Board of Supervisors are performed. The duties are performed under the legal authority primarily set forth in the Government Code beginning with Sections 26800 and 26900.
The Office of the Auditor-Controller’s primary mission is to ensure the fiscal integrity of the County’s financial records and to provide service, assistance and information to the Public, Board of Supervisors, County Administrator’s Office, County Departments and Employees, Special Districts and some regional non-county agencies. We are committed to providing exemplary professional service to all of our customers, while at all times treating them with fairness, integrity, respect and trust.
Salary for Auditor-Controller is $157,810
Incumbent: Joe Harn. He has been the office holder for 19 years and this is the first time he has faced a challenger.
The Challenger is Mike Owen, owner of Crystal Basin Cellars & Bistro, and a former co-worker with Harn.

Statement: When I started as County Auditor-Controller in 1994, the County was $20 million dollars in debt and had a negative general fund cash balance. We now have no debt and ended the last fiscal year with a $54 million general fund cash balance. This dramatic financial turnaround is a result of my opposition to unnecessary spending. With your support, I will continue doing my best for taxpayers, holding your county government accountable, making sure your county lives within its means, and ending wasteful spending.

Statement: I'm Mike Owen and I am running for El Dorado Auditor-Controller. Some of you may know me as the founder and co-owner of Crystal Basin Cellars and Bistro in Camino, as the Chairman of the County's Economic Advisory Commission from 2006 to 2007, as a local contractor or as a student-athlete from El Dorado High School. While I proudly bear those local and small business credentials, my training and experience as a Silicon Valley-based CPA allow me to bring my skills and qualifications to bear for the benefit of the citizens of El Dorado County. While the role of Auditor-Controller is not always well understood, it is a critical role at a critical time in our County. The election for Auditor-Controller will be decided in June. It is time for action! In that spirit, my campaign team and I will be hosting a series of Wednesday night "meet and greets" around the County so I can share my energy and ideas and raise funds to support my campaign efforts.
