LOGAN BUILDING SHENANIGANS - Opinion
At Tuesday’s Board of Supervisors meeting, Terri Daly announced in her CAO update the grand opening of the Mental Health clinic in the Logan Building in Diamond Springs.
What Terri did not discuss were the many illegal things that she and her assistant Kim Kerr did to occupy the building early before Building and Planning Department approval and after the County and building owner’s contractor was raided on the project by the State Contractor’s License Board for not having a valid contractors license. Russ Fackrell, the Facilities Manger then whined to the department heads in early October that he shouldn’t have to follow the County’s own development rules, ordinances, regulations and building codes for the County’s leased buildings – even those pertaining to public safety.
Terri Daly instructed Kim Kerr to override the Department Heads of Planning and Building instructing them to look the other way on some health and public safety issues and also overriding their authority on safety code compliance items by ordering the premature issuance of certificate of occupancy. Kim Kerr also instructed the Planning Department to issue a grading permit and permit for an incomplete parking lot plan submittal application that had not completed plan check and was missing pertinent submittal requirements that would be required of any other applicant.
Further, she violated the County’s Measure Y by increasing the traffic levels for a building by expanding the parking lot and not addressing the increased traffic mitigation in an area with a Traffic Level of Service “F.”
The biggest violation of the law was the CAO’s willful intent to violate a Federal Department of Justice Court Decree ruling regarding American with Disabilities Access (ADA) that the County is now under and the necessary requirement that the Logan Building have an elevator installed in it.
Your local County Government is corrupt to the core and your CAO and Assistant CAO further exhibit an ongoing “culture of corruption.” These two women and Mr. Fackrell willfully committed acts involving moral turpitude, dishonesty and corruption in the willful circumvention and violation of the County’s ordinances, development rules, regulations, and Business and Professions Code. They don’t follow the same rules and regulations that they impose on you and me.
