Kenneth Waters pleads not guilty in prostitution, bail case

Waters has been charged with a misdemeanor prostitution violation and a felony violation of the California Insurance Code, which governs bail activities.
A June 13 preliminary hearing was scheduled.
Waters is the nephew of Robbie Waters, former Sacramento councilman and former Sacramento County sheriff.
Richard T. Dudek, Waters' attorney, said he had not seen the criminal complaint, even though charges were filed in March.
"I didn't even read it yet," Dudek said.
El Dorado County sheriff's and district attorney's officials have declined to detail what Waters is alleged to have done.
The formal complaint says his violation was to "unlawfully and knowingly charge and collect a valuable consideration from a person, to wit Jane Doe," and
