[Federal Register: May 24, 2005 (Volume 70, Number 99)] The Assistant Deputy Secretary for Innovation and Improvement announces that, pursuant to legislation passed by Congress, educational institutions receiving Federal funding are required to hold an educational program pertaining to the United States Constitution on September 17 of each year. This notice implements this provision as it applies to educational institutions receiving Federal funding from the Department.

To compete, the contest invites K-12 entrants (including homeschoolers) to celebrate Constitution Day (Sept. 17) by designing a poster showing how they benefited from the freedoms embodied in the U.S. Constitution.
