

El Dorado County Sheriff John D'Agostini joined by county aditor Joe Harn ask the Board of Superivsors to authorize the California Department of Motor Vehicles (DMV) to suspend the collection of a $1 per vehicle registration fee on El Dorado County residents until further notice.
The move will save county residents approximately $140,000 per year. If the Board adopts the Resolution suspending the collection of the $1 fee will be forwarded to DMV. It will take DMV three to six months to cease the collection of this fee.

Recommendation
The Sheriff and Auditor-Controller recommend that the Board of Supervisors adopt the attached resolution which will authorize the California Department of Motor Vehicles (DMV) to suspend the collection of a $1 per vehicle registration fee on El Dorado County residents until further notice.
Reason for Recommendation
The Sheriff, the Auditor-Controller, and the County’s Cal-Identification Remote Access Network Board have determined that the County can adequately maintain its “live-scan” equipment and services without imposing this $1 fee for at least one year.
Background information
On behalf of your Board, DMV has levied a $1 per vehicle fee for fingerprint identification since January 1, 1998. Vehicle Code 9250.19 authorizes that the revenues generated by this fee be expended exclusively to fund programs that enhance the capacity of local law enforcement to provide automated mobile and fixed location fingerprint identification of individuals who may be involved in driving under the influence of alcohol or drugs or vehicular manslaughter or any combination of those and other vehicle-related crimes, and other crimes committed while operating a motor vehicle. The Sheriff, the Auditor-Controller, and the County’s Cal-Identification Remote Access Network Board have determined that the County does not need the revenues generated by this fee to continue to maintain its automated fingerprint identification services for at least one year.
Fiscal Impact
If the collection of this fee is suspended, it will have no impact on the County’s General Fund budget. It will reduce the DMV registration costs of County residents by approximately $140,000 per year.
Action to be Taken Following Approval:
The Resolution suspending the collection ofthe $1 fee will be forwarded to DMV. It will take DMV three to six months to cease the collection of this fee.
