Poland’s alleged actions took place on and off duty.
Poland is alleged to have tried to dissuade witnesses from providing information and material, impeding a criminal investigation.

South Lake Tahoe police officer Johnny Poland was arrested on five federal felony counts Wednesday morning related to witness tampering and disposing of evidence, according to Police Chief Brian Uhler.
Poland was arrested about 10 a.m. at the police department. He was at the department to pick up paperwork, Uhler said.
A criminal complaint has been filed in federal court in Sacramento.
Poland has been on paid administrative leave since November 2011 following the start of a criminal investigation. He will be on unpaid administrative leave starting Thursday, Uhler said.
The police department has also launched an administrative investigation into Poland, Uhler said. It is unclear how long the department's investigation will take.
Wednesday's arrest was done in conjunction with the FBI and the South Lake El Dorado Narcotics Enforcement Team, Uhler said.
