Richard Barb
Protecting Our Second Amendment Rights
Q. Do you view the Second Amendment as a right belonging to individual citizens or to each of the 50 States?
A. “I believe that all of the rights enshrined in the Constitution of these United States are individual rights put there to
protect us from overreaching
or tyrannical government. I will oppose all measures which infringe on any of our
Constitutional rights, especially those seeking to diminish our Second Amendment protections. Conversely, I will work to
support and strengthen our Constitutionally protected civil liberties to make our County a better place to live, work, and
raise our families in.”
Q. Since the early 1990’s over 40 States have enacted “shall issue” laws governing the issuance of CCW licenses, do you
support or oppose efforts to change California’s long standing “may issue” CCW law into a “shall issue” law?
A. I strongly support “shall issue” CCW laws and policies. Professor John Lott’s work conclusively demonstrates that the higher the number of CCW licenses issued, the safer the community. Our State’s “may issue” law makes obtaining a CCW license too political. We need to remove the politics from defending ourselves and our families. That is one huge reason why I supported Sheriff John D’Agostini during the last election and look forward to helping him with his reform efforts as your County Supervisor.
Q. Do you think that any of the so called “gun control” laws that the Liberal‐controlled State Legislature keeps passing
are really working?
A. No, we have not seen any statistical evidence of these laws deterring criminals from continuing to commit crime. These laws only burden law abiding citizens with more unwanted and unnecessary government regulation. Some laws like the technologically impossible “ballistic fingerprint” registry and new long gun registry won’t accomplish anything except waste millions of our hard earned tax dollars on government bureaucracies.
Q. Some jurisdictions have banned gun shows and shooting sports on public property, do you support allowing gun shows or events featuring shooting sports to take place on County owned or controlled property?
A. Yes, gun shows and shooting sports should be treated like any other wholesome family activity. We need more places open to the public for shooting sports. I support leasing county owned land and facilities to notforprofit organizations, like the El Dorado Rod & Gun Club, to make sure all County residents have an opportunity to safely enjoy shooting sports.
The California Republican Assembly, or CRA, is California’s oldest and largest Republican grassroots organization. The El Dorado County unit meets on the first Monday of every month at 6:30 PM in the Denny’s Restaurant near Placerville Drive & Highway 50.
